Establishes the Mississippi Scholarship Program providing education savings accounts to eligible K-12 public school students, funded at 100% of the prior year's statewide average per-pupil state funding

Creates a 7-member Mississippi Scholarship Board (including the Treasurer, State Auditor, Attorney General, Superintendent of Public Education, Commissioner of Higher Education, and 2 Governor-appointed parent members) to administer the program

Allows scholarship funds to be used for qualifying expenses including private school tuition, tutoring, online learning programs, educational therapies, standardized test fees, curriculum materials, vocational training, and transportation to education providers

Requires students to be currently enrolled in or previously attended Mississippi public schools, or be eligible for kindergarten; expands eligibility to all K-12 students by July 2026 if participation remains below 5% of public school enrollment

Program must be operational by July 1, 2023, with deposits made semi-annually (August 15 and January 15); unused funds may carry over to subsequent years upon annual renewal
