Creates sections 83-9-6.5 and 83-9-6.6 of Mississippi Code to require state-regulated insurers and pharmacy benefits managers to count all cost-sharing assistance paid on behalf of enrollees (by third parties) toward their cost-sharing obligations for prescription drugs and health care services.

Requires insurers and pharmacy benefits managers to include third-party cost-sharing payments (copayments, coinsurance, deductibles) when calculating an enrollee's total contribution to applicable cost-sharing requirements.

Exempts Health Savings Account-qualified High Deductible Health Plans from counting third-party assistance toward deductibles until the minimum deductible threshold is met, except for preventive care services.

Authorizes the Commissioner of Insurance and State Board of Pharmacy to promulgate rules and regulations to implement and ensure compliance with these requirements.

Effective date: January 1, 2022, for health benefit plans that are entered into, amended, extended, or renewed on or after that date.
