Restores the Board of Trustees for Northeast Mississippi Community College District to 15 members effective July 1, 2022: Prentiss County receives 6 members, while Alcorn, Tippah, Tishomingo, and Union Counties each receive 2 members, plus 1 at-large member elected by the board on a rotating basis among the smaller counties

Expands the Coahoma Community College District Board of Trustees from 9 to 14 members effective July 1, 2022: Coahoma County increases from 5 to 6 members, while Tunica, Quitman, Bolivar, and Tallahatchie Counties each increase from 1 to 2 members

Allows county superintendents of education to serve on these boards under specific conditions, with Northeast Mississippi requiring a recommendation letter from the college president to the county board of supervisors

Sets trustee terms at 5 years with staggered appointments to prevent more than one member per county from retiring in any single year

Trustees may receive per diem compensation and mileage reimbursement for up to 15 meetings per fiscal year from community college funds
