Brings forward existing Mississippi Code Sections 29-5-201 through 29-5-217 governing the Capitol Complex Improvement District in Jackson for possible amendment, without making substantive changes to current law

The Capitol Complex Improvement District encompasses a large area surrounding the State Capitol Building in Jackson, including Jackson State University, portions near the Pearl River, and extending to various boundaries along major streets

Improvement projects within the district include street repairs, bridge construction, drainage systems, water/sewer lines, sidewalks, landscaping, underground utility relocation, and public safety infrastructure as determined by the Department of Finance and Administration

The Capitol Complex Improvement District Project Fund allocates at least 85% for improvement projects, up to 10% for City of Jackson police and fire protection compensation, and up to 5% for administrative costs

A nine-member Advisory Committee advises on improvement projects, with representatives appointed by the Governor, Lieutenant Governor, Speaker of the House, Mayor of Jackson, City Council, Jackson State University, and UMMC
