Creates Section 43-13-117.6 to require the Division of Medicaid to reimburse outpatient hospital services provided to eligible Medicaid beneficiaries under age 21 by border city university-affiliated pediatric teaching hospitals.

Establishes reimbursement based on reasonable costs with interim payments and year-end cost settlement for claims with dates of service on or after January 1, 2022, using cost data and methods consistent with Medicare standards.

Defines "border city university-affiliated pediatric teaching hospital" as an out-of-state hospital in a county contiguous to Mississippi's state line that maintains university affiliation, pediatric designation, at least five intern pediatric specialty training programs, and at least 100 operated beds for patients under age 21.

Directs the Division of Medicaid to seek any necessary waivers and make required amendments to its state plan to implement these reimbursement provisions.

Effective date: July 1, 2022.
