Prohibits the relocation, removal, disturbance, alteration, renaming, or rededication of war memorials, monuments, and statues on public property unless specifically authorized by an act of the Legislature

Expands protected items to include those commemorating civil rights figures, events, or organizations, in addition to existing protections for military-related monuments from wars ranging from the Revolutionary War to the War in Iraq

Removes the existing provision that allowed local governing bodies to move monuments to "more suitable locations" at their own discretion

Applies to statues, monuments, memorials, plaques, schools, streets, bridges, trails, buildings, parks, preserves, and reserves named for historical military or civil rights figures, events, or organizations

Maintains exemptions for the Mississippi Transportation Commission when items interfere with construction or operation of public transportation facilities
