Creates the "Home-based Opportunity Freedom Act of 2022" to prohibit local governments from adopting or enforcing ordinances that restrict home-based work or occupations that are legal under federal and state law.

Prohibits local units of government from banning mail order/telephone sales, client appointments, employees/contractors, structural modifications, floor space restrictions, hour restrictions, permits/licenses, equipment storage, rezoning requirements, or fire sprinkler installations for home-based work.

Allows individuals to bring civil actions for violations of the act, with prevailing parties eligible to recover reasonable attorney fees, witness fees, and costs.

Does not supersede deed restrictions, covenants, agreements, or common interest ownership community rules that restrict land use.

Takes effect July 1, 2022.
