Amends Section 47-5-357 of the Mississippi Code to require the Department of Finance and Administration and the Department of Corrections to establish a prudent leasing policy for agricultural equipment used in prison agricultural enterprises.

The leasing policy may exempt agricultural equipment from standard bid requirements due to the unique and time-sensitive nature of growing and harvesting prison agricultural products.

Equipment exemptions must be necessary for the efficient and effective management of prison agricultural enterprises.

The Department of Finance and Administration shall document exempted equipment on its official minutes in accordance with Section 31-7-12.

Takes effect July 1, 2022.
