Creates the "Mississippi Joint Municipal Law Enforcement Act" allowing two or more municipalities within a county to establish a joint police department through resolution of their governing authorities

Establishes a governing board composed of the mayor from each participating municipality and the county sheriff, required to meet at least quarterly

Grants the board authority to hire a police commissioner, set the department budget and salary, purchase equipment, adopt bylaws, acquire and dispose of property, and enter into contracts

Requires a formal incorporation process through the Secretary of State, including a $50 filing fee and issuance of a certificate of incorporation

Mandates each participating municipality contribute funding proportional to its population, with the county board of supervisors authorized to provide additional funding
