Creates a new Division of Parole within the Mississippi Department of Corrections, headed by a Deputy Commissioner for Parole appointed by the Commissioner of Corrections

Transfers all administrative and fiscal functions of the State Parole Board to the new Division of Parole, while the Board retains exclusive authority over granting and revoking parole and investigating clemency recommendations

Requires the Division of Parole to maintain a central registry of paroled inmates with names, addresses, photographs, crimes, and parole end dates, accessible to law enforcement and the public

Authorizes the Deputy Commissioner to hire up to three licensed attorneys as hearing officers to conduct preliminary revocation hearings and make recommendations to the Board

Extends the automatic repealer on the Parole Board statute from July 1, 2022 to July 1, 2026, and allows the Board to conduct adjudicatory duties electronically or at the Division's central office
