Extends the repeal date from July 1, 2022 to July 1, 2025 for a program allowing municipalities with populations of 150,000 or more to address disputed and delinquent water and sewer customer accounts

Municipalities may compromise disputed accounts in cases of municipal error (equipment failure, billing failure, process failure) or unforeseen circumstances (extreme weather, declared disasters, mandatory evacuations)

Allows installment payment plans for customers whose overdue balances are deemed uncollectible, with remaining balances moved to a special accounting category for uncollectible debts if customers fulfill plan terms

Requires participating utilities to report to the Governor, Lieutenant Governor, Speaker of the House, and Mississippi Public Utilities Staff on revenue collection, uncollectible accounts, installment plan participation, and overdue accounts

Caps reimbursement to the Mississippi Public Utilities Staff at $200,000 over the program's duration for professional services contracts related to program oversight
