Creates a grant program administered by the Mississippi Development Authority (MDA) to help businesses pay costs for providing and expanding cellular and broadband access in rural counties (population 30,000 or less) and rural municipalities (population 10,000 or less)

Establishes the "Rural Counties and Municipalities Cellular and Broadband Fund" in the State Treasury to hold program funds, with unexpended amounts carrying over between fiscal years

Authorizes issuance of up to $15,000,000 in state general obligation bonds to fund the program, with no bonds to be issued after July 1, 2026

Limits individual grants to a maximum of 25% of the total cost of a business's cellular or broadband expansion project

Bonds may mature up to 25 years from issuance and are exempt from all Mississippi state taxation
