Prohibits operators of moving motor vehicles from using hand-held mobile telephones while driving in the outermost lane of a multi-lane roadway

Classifies the new left-lane cellphone violation as a misdemeanor, punishable under Section 63-9-11 (same as other traffic violations)

Maintains existing prohibition on texting, sending messages, or accessing social networking sites while driving, which remains a civil violation with a $100 fine

Exempts voice-operated and hands-free devices from the prohibition

Would take effect July 1, 2022
