Directs the Governor and Division of Medicaid to negotiate with the Centers for Medicare and Medicaid Services for a Section 1115 waiver to expand Medicaid coverage to adults earning up to 138% of the Federal Poverty Level.

Newly eligible adults would receive private market-based health coverage through at least two Qualified Health Plans, with the state paying premiums directly to insurers.

Creates the Mississippi Healthy Living Account, a health savings account where enrollees earning 50-138% of FPL make quarterly income-based contributions, with cost-sharing capped at 2% of income for those at 50-100% FPL and 5% for those at 100-138% FPL.

Expansion plan automatically terminates if the federal contribution rate falls below 90%, and covers adults ages 19-64 without dependent children, parents ages 19-64, and currently eligible parents at or below 22% of FPL transitioned to the new plan.

Amends Mississippi Code Section 43-13-115 to add individuals eligible under the Section 1115 waiver as a new category of Medicaid recipients, effective July 1, 2022.
