Creates a pilot program for the Department of Marine Resources to lease bottom land areas to oyster and/or seafood processors operating only in waters adjacent to Hancock County.

Designates two leasable areas: Area 1 (the tonging area from Bay St. Louis Railroad Bridge to Long Point, 500 feet to 1 mile offshore) and Area 2 (Telegraph Reef).

Sets lease terms at $2.00 per acre for an initial five-year period with lessee option to renew for an additional five years; Department may adjust acreage and price upon renewal.

Directs all lease revenue to be deposited into the Seafood Fund under Section 49-15-17 for oyster production activities including oyster plantings and cultch materials.

Amends Section 49-15-36 to replace "commission" references with "Department of Marine Resources" and authorizes the department to conduct the pilot program.
