Removes the limit of two vehicles for disability license plates and windshield placards, allowing eligible individuals to obtain them for any vehicle registered in their name

Changes physician certification requirements for renewal of disability plates and placards from annual to biennial (every two years), effective July 1, 2022

Creates a new disability decal option for persons with personalized license plates (Section 27-19-48) who have a walking-impairing disability, allowing them to display the International Symbol of Access

Adds "or for life" as an option for physician certification of disability duration, in addition to the existing "at least five years" requirement

Effective date of July 1, 2024
