Appropriates $11,010,000 from the Coronavirus State Fiscal Recovery Fund to the Scenic Rivers Development Alliance for water, sewer, tourism, and economic development projects in Pike, Amite, Walthall, Wilkinson, and Franklin counties for fiscal year 2023.

Distributes funds by county: Pike County $3,400,000 (Quail Hollow Golf Course and Bogue Chitto Water Park); Amite County $1,140,000 (Ethel Vance Park and Liberty Ballfield); Walthall County $450,000 (three projects); Wilkinson County $3,320,000 (park improvements and Lake Mary Road); Franklin County $2,700,000 (Okhissa Lake recreation sites).

Requires the alliance to determine that each expenditure qualifies as necessary under Section 602 of the federal Social Security Act and that recipients have not received duplicate reimbursement from other sources.

Mandates the alliance certify compliance with U.S. Department of Treasury guidelines for Coronavirus State Fiscal Recovery Fund expenditures and requires repayment to the state if federal audits determine improper use.

Takes effect July 1, 2022.
