Creates new Joint Rule 41 requiring the House Management Committee and Senate Rules Committee to establish electronic/technological systems for remote participation in committee meetings and floor sessions starting with the 2023 Regular Session

Allows legislators to participate remotely in debate and voting without being physically present, with remote participants counted as present for quorum purposes

Grants remote votes and actions the same legal effect as in-person participation, with recorded votes included in the official journal

Authorizes the Speaker of the House and Lieutenant Governor to jointly mandate remote-only meetings when in-person sessions would pose increased health risks to legislators or the public

Supersedes any existing House or Senate rules that would prohibit or conflict with remote participation by members
