Amends Section 273 of the Mississippi Constitution to modify signature requirements for initiative petitions by establishing that signatures from any congressional district cannot exceed a fraction equal to 1 divided by the total number of congressional districts statewide.

Replaces the previous one-fifth (1/5) signature limit per congressional district with a new fractional calculation based on the number of congressional districts in Mississippi (resulting in approximately one-fourth or 1/4 per district).

Requires the Secretary of State to disregard excess signatures from any single congressional district that exceeds the allowable portion when determining petition sufficiency for ballot placement.

Submission to qualified electors scheduled for the first Tuesday after the first Monday of November 2022.

Ballot explanation will state that signatures from any congressional district shall not exceed one-fourth (1/4) of total signatures required to qualify an initiative petition.
