Applies to U.S. Congress under Article V of the Constitution to call a convention of the states limited to proposing an amendment requiring the Supreme Court be composed of nine justices

Directs the Secretary of State to transmit copies to congressional leadership, Mississippi's congressional delegation, and presiding officers of all state legislatures to seek cooperation

Specifies that Congress's role is ministerial only, limited to naming a reasonable time and place for the convention, with no authority over convention rules or delegate selection

Establishes that voting at any such convention shall be on a one-state, one-vote basis, and expressly prohibits consideration of any amendments affecting the Bill of Rights

Declares this a continuing application until two-thirds of states apply on the same subject, and reserves Mississippi's right to instruct or recall its delegates at any time
