Commends Mrs. Hilda Louise Smith Casin of McComb, Mississippi, for her 50-year career in education spanning from 1950 to 2000, concluding as a district administrator for the final 27 years

Recognizes her academic achievements including degrees from Southern Christian Institute, Jackson State University, and the University of Mississippi, as well as being the first African-American inducted into the University of Mississippi Chapter of Kappa Delta Pi Education Honor Society

Acknowledges her establishment of a personal self-funded scholarship to assist students with college attendance
