Condemns Russia's February 24-25, 2022 invasion of Ukraine as a violation of international law and the United Nations Charter.

Declares Mississippi policy to sever all economic, financial, cultural and other connections with the Russian Federation, its leaders, and its businesses.

Prohibits the sale, purchase, distribution, or storage of Russian alcoholic beverages through the state Alcohol Beverage Control; prohibits Public Employees' Retirement System investment in Russian-owned businesses or financial institutions; and prohibits use of Russian vendors for state, county, and municipal services or goods.

Urges the United States government to ban Russian energy imports, increase domestic energy production, send military and humanitarian aid to Ukraine, and support Ukraine's sovereignty and territorial integrity.

Directs copies of the resolution to be transmitted to Mississippi's Congressional delegation, the President of the United States, and the Capitol Press Corps.
