Establishes Mississippi will send 5 commissioners and 3 alternates to any Article V constitutional convention called by Congress, with at least 3 commissioners required to be sitting state legislators

Prohibits federal employees, U.S. Congress members, statewide elected officials, and federal contractors from serving as commissioners

Requires commissioners to take an oath to follow legislative instructions and stay within the scope of the convention application, with any unauthorized votes declared void

Creates an 8-member Joint Legislative Committee (4 senators, 4 representatives) to develop commissioner instructions, oversee commissioner conduct, and recall any commissioner who casts unauthorized votes

Mandates commissioners support a one-state-one-vote rule at the convention, with Mississippi's single vote determined by simple majority of its commissioners
