Creates new House Rule 28A allowing members of the Appropriations Committee to attend committee meetings remotely and cast votes during those meetings

Authorizes all members of the House of Representatives to attend meetings in the House chamber remotely and vote during those meetings

Members participating remotely are considered present and in attendance for all purposes, including for determining a quorum

Applies to both Appropriations Committee meetings specifically and general House chamber meetings
