Authorizes issuance of up to $32,000,000 in state general obligation bonds to fund Phase II of construction, furnishing, and equipping of a new Department of Public Safety headquarters building in Rankin County, Mississippi adjacent to the Mississippi Crime Laboratory and State Medical Examiner offices.

Creates a special fund designated as the "2022 Department of Public Safety Headquarters Building Construction Fund" within the State Treasury to receive bond proceeds and disburse them for project costs.

Bonds may mature up to 25 years from issuance at interest rates not exceeding limits in Section 75-17-101, Mississippi Code of 1972, with the State's full faith and credit pledged as security.

State Bond Commission authorized to issue, sell, and manage the bonds, with proceeds disbursed under restrictions set by commission resolution; no bonds may be issued after July 1, 2026.

Remaining fund balances after project completion must be applied to debt service on the bonds, and any investment earnings on the fund shall also be used for debt service.
