Amends Section 49-27-71 of Mississippi Code to establish comprehensive definitions and procedures for identifying, removing, and recovering costs associated with derelict vessels in state waters.

Defines "derelict vessel" to include grounded, sunken, abandoned, wrecked, junked, or substantially dismantled vessels, and extends authority to vessels left unattended for more than 10 days on public or private property without permission.

Requires Department of Marine Resources to post notice on derelict vessels giving owners 7 days to submit a removal plan, with an additional 5-day extension available upon response; authorizes chancery court to issue removal orders after ownership inquiries are made.

Establishes that registered vessel owners are liable for full removal costs including storage, disposal, restoration, attorneys' fees, court costs, and administrative penalties of $500 per day; allows recovery of salvage proceeds to offset costs.

Creates a Derelict Vessel Fund within the Seafood Fund for proceeds from vessel disposition; authorizes Department of Marine Resources to establish a vessel prevention program including turn-in options and vessel securing equipment; effective July 1, 2022.
