Creates the "Mississippi Healthy Food and Families Program" to provide matching dollar incentives for SNAP benefits spent on eligible fruits and vegetables at farmers markets and retailers

Requires the Department of Agriculture and Commerce to fund qualified nonprofit organizations that will distribute incentive dollars to participating farmers markets, produce stands, and retailers

Qualified nonprofits must demonstrate experience in building statewide networks, providing training to farmers markets, conducting community outreach, and managing fund distribution and reporting

At least 90% of program funds must go directly to participating farmers markets and retailers for healthy food incentives, with a maximum of 10% allowed for administrative costs

Eligible fruits and vegetables include fresh or frozen produce without added sugar, fat, oil, or salt; eligible retailers must be Mississippi-based small businesses committed to procuring Mississippi-grown foods
