Increases the Department of Finance and Administration's borrowing authority for Capitol Complex Improvement District projects from $7,000,000 to $14,000,000.

Adds use tax revenue as a funding source for the Capitol Complex Improvement District Project Fund, in addition to existing sales tax revenue.

Diverts a percentage of use tax revenue to the Capitol Complex Improvement District Project Fund based on Jackson's percentage of Mississippi's population: 2% beginning August 15, 2022; 4% beginning August 15, 2023; and 6% beginning August 15, 2024.

Allows debt incurred by the Department of Finance and Administration to be secured by both sales tax and use tax revenue dedicated to the Capitol Complex Improvement District Project Fund.

Permits 5% of fund deposits for department administrative costs, up to 10% to compensate Jackson for police and fire protection, and at least 85% for improvement projects within the district.
