Amends Mississippi Code Section 37-61-33 to allow local school boards to issue either credentials for a digital solution capable of tracking, paying and reporting purchases OR traditional procurement cards for teachers to make instructional supply purchases

Requires credentials or procurement cards to be issued at the beginning of each school year in equal amounts per teacher, based on total qualifying personnel and the state appropriation for classroom supplies

Digital solution or procurement cards expire at a pre-determined date at the end of each school year, with unexpended amounts carried forward and combined with the following year's allocation

9.61% of Education Enhancement Fund remainder is designated for classroom supplies, instructional materials, equipment, computers and software distributed to eligible teachers through these payment methods
