Allow parents or guardians to petition any school district in Mississippi for their child to transfer, provided the receiving school offers the appropriate grade level and has available capacity.

Require the receiving school district to determine capacity using publicly verifiable data and approve transfers if capacity exists, with decisions made by the next regular school board meeting or deemed automatically approved if no action is taken.

Implement a random public lottery system if more transfer applications are received than available capacity exists, with parents responsible for transportation unless the district voluntarily provides it.

Allow school district superintendents to approve intra-district transfers (within the same district) with school board ratification, upon parent or guardian request.

Remove restrictions on legal guardianships formed solely to establish residency for school attendance purposes, making school choice transfers available statewide beginning July 1, 2022.
