Authorizes issuance of up to $114,690 in state general obligation bonds to assist Serenity on the Bayou in Anguilla, Mississippi, with renovating and equipping a building for the Emmanuel Community Center

Creates the "2022 Serenity on the Bayou Emmanuel Community Center Fund" within the State Treasury to hold and disburse bond proceeds, with funds managed by the Department of Finance and Administration

Bonds may not be issued after July 1, 2026, and must mature within 25 years from date of issue

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from all state taxation

Any remaining funds after project completion or abandonment must be applied to pay debt service on the bonds
