Establishes the West Central Mississippi Incubator Grant Program under the Mississippi Development Authority to grow new businesses and micro-enterprises in six counties: Humphreys, Madison, Sharkey, Sunflower, Washington, and Yazoo

Creates a planning council consisting of the Mississippi Development Authority, Department of Finance and Administration's Office of Surplus Property, Mississippi Association of Cooperatives, county boards of supervisors, and local economic development organizations

Provides entrepreneurship support services including shared office space, utilities, equipment, reduced rents, technical and business personnel access, building security, janitorial services, and management assistance

Authorizes establishment of one business incubator in each of the six participating counties, with locations determined by the Mississippi Development Authority in consultation with partner entities

Grants the Mississippi Development Authority administrative oversight and authority to enter contracts and receive public and private funds for program operation, effective July 1, 2022
