Authorizes Mississippi residents to purchase distinctive license plates honoring the 2021 National Championship Bulldogs (Mississippi State University) for an additional $50 annual fee beyond standard registration costs

Distributes the $50 fee as follows: $44 to Mississippi State University Foundation, $2 to State Highway Fund, $2 retained by county tax collector, $1 to Mississippi Burn Care Fund, and $1 to a special fund under Section 27-19-44.2

Grants the MSU President or designee authority to select the first 100 tag numbers and advise the Department of Revenue on tag color and design

Requires owners to surrender regular license tags upon receiving distinctive tags and allows up to two license decals per distinctive tag issued

Sets replacement tag fee at $10 in cases of loss or theft, with 5% retained by the county tax collector
