Amends drug conviction statute to clarify that a "second or subsequent offense" requires prior convictions on charges separately brought arising out of separate incidents at different times.

Adds new exception to the three-year statute of limitations for post-conviction relief motions when state law has been adopted or enacted that would result in a lesser sentence for the same offense.

Allows second or successive post-conviction applications when there has been an intervening adoption or enactment of state law that would result in a lesser sentence, removing the bar created by prior dismissal or denial.

Corrects spelling of "marihuana" to "marijuana" in the drug statute.

Takes effect July 1, 2022.
