Requires the Department of Child Protection Services to remove names and addresses from the state central registry and purge all records if a person is later determined to have been wrongfully convicted or adjudicated of child abuse or neglect.

Mandates that child abuse and neglect reports include the name of the reporter when filed with the Department of Child Protection Services.

Requires disclosure of the reporter's identity to the alleged perpetrator if a report is determined to be knowingly false, and mandates the department purge all references to the alleged perpetrator from its records.

Requires courts to strike false reports from their records and purge all references to the identity of the alleged perpetrator.

Creates a civil cause of action for injunctive relief and compensatory damages for persons alleged to be perpetrators in false reports, effective January 1, 2018 or later.
