Reduces the age threshold for voyeurism sentencing from over 21 years old to over 18 years old, applying the standard maximum penalty of 5 years imprisonment.

Increases maximum prison sentence to 10 years when a voyeurism victim is a child under 16 years old and the offender was over 21 at time of offense.

Establishes "Buddy's Law" requiring youth court to order psychiatric evaluation and counseling or treatment for children adjudicated delinquent of severe animal abuse (torturing, mutilating, burning, starving, drowning, etc.) of domesticated dogs or cats.

Makes the offender's parent or guardian responsible for paying evaluation and treatment costs up to the court's jurisdictional limit, or the state pays if the offender is a state ward.

Effective July 1, 2022.
