Renames Section 97-41-16 as "Buddy's Law" to address cruelty to domesticated dogs and cats.

Requires youth courts to order psychiatric evaluation and counseling or treatment for children adjudicated delinquent under this section, with costs paid by the offender's parent or guardian, or by the state if the child is a ward of the state.

Allows youth courts to hold parents or guardians in contempt under Section 43-21-509 if they willfully fail to follow the recommended treatment for the child offender.

Amends Section 43-21-603 to require youth courts to order psychiatric evaluation and counseling or treatment for any child adjudicated delinquent for violations of the animal cruelty statute.

Effective date: July 1, 2022.
