Defines "advanced plastic recycling" as a manufacturing process converting post-use polymers and recovered feedstocks into hydrocarbon raw materials, feedstocks, chemicals, and other products through depolymerization, gasification, pyrolysis, or solvolysis.

Establishes that advanced plastic recycling facilities are not classified as solid waste processing facilities, materials recovery facilities, waste-to-energy facilities, or incinerators, but remain subject to department inspections for compliance.

Excludes post-use polymers and recovered feedstocks from the definition of solid waste when they are processed at advanced recycling facilities and have been sorted from solid waste and hazardous waste.

Exempts advanced plastic recycling facilities from definitions of "commercial nonhazardous solid waste management facility," "resource recovery facility," and "municipal solid waste management facility."

Becomes effective July 1, 2022.
