Revises legislative findings to declare geologic sequestration of carbon dioxide is in the public interest and beneficial to Mississippi's citizens, environment, and economy as an emerging industry.

Expands the definition of "reservoir" to include any geologic formation suitable for carbon dioxide injection and storage, not limited to oil and gas reservoirs.

Allows the State Oil and Gas Board to issue preliminary technical orders approving proposed carbon dioxide sequestration facilities when a majority interest has not consented, if the storage operator demonstrates good-faith effort to obtain consent and provides equitable compensation to nonconsenting owners.

Extends the time period for majority interest approval of unit operation agreements from 12 months to 24 months before an order requiring unit operations is automatically revoked.

Grants entities the right of eminent domain to construct pipelines and facilities for transporting or conveying carbon dioxide in connection with geologic sequestration projects and carbon capture facilities.
