Authorizes qualified electors to vote in the registrar's office during a preelection period beginning 21 days before an election and ending at 12:00 p.m. on the Saturday immediately before election day.

Requires preelection voting to be conducted weekdays from 8:00 a.m. to 5:00 p.m., with extended hours (lunch hour and 5:00 p.m. to 7:00 p.m.) during the final full week before an election.

Requires voters during preelection period to present acceptable photo identification and sign a receipt book before casting ballots using the same procedures as election day voting.

Makes all preelection votes final and requires votes cast during preelection voting to be announced simultaneously with votes cast on election day.

Allows candidates or their representatives to be present at the registrar's office during preelection voting to challenge voter qualifications using the same procedures as election day polling places.
