County executive committees must appoint municipal executive committee members no later than 150 days before municipal primary elections and notify the municipal clerk and state executive committee

If no appointments are received by 120 days before the primary, the state executive committee must immediately make the appointments and notify the municipal clerk

Municipal executive committee size is based on population: 3 members for municipalities under 20,000; 5 members for 20,000-100,000; and 7 members for over 100,000 inhabitants

Persons convicted of a felony in any state or federal court are barred from serving on a municipal executive committee

Repeals existing statutes (Sections 23-15-313 and 23-15-315) regarding temporary executive committees to conform with the new appointment process
