Establishes a secure internet website through the Secretary of State for qualified electors with a valid Mississippi driver's license or state-issued photo ID to register to vote online or update their voter registration information

Creates a preelection day voting period beginning 21 days before an election and ending at 12:00 p.m. on the Saturday before election day, allowing registered voters to cast ballots in person at the county registrar's office

Removes several absentee voting categories, including voters who will be absent from the county on election day, students/teachers/administrators at educational institutions, and those required to work during polling hours

Adds new absentee voting categories for Mississippi citizens temporarily residing outside their county of residence and trained emergency response providers deployed during emergencies

Requires all absentee ballots to be postmarked on or before election day and received by the registrar within five business days after the election, with preelection votes announced simultaneously with election day results
