Transfers authority to assess civil penalties for failure to file campaign finance reports from the Mississippi Ethics Commission to the Secretary of State.

Removes the hearing process before the State Board of Election Commissioners and replaces it with a direct appeal to Circuit Court for the First Judicial District of Hinds County within 30 days of penalty assessment.

Maintains civil penalty of $50 per day (up to 10 days maximum) for late campaign finance reports, with Secretary of State discretion to waive penalties for unforeseeable mitigating circumstances.

Changes deadline requirements so that reports otherwise due on weekends or legal holidays are due on the next working day after the specified due date.

Effective date: July 1, 2022.
