Amends Section 89-8-23 of Mississippi Code to add sanctions for landlords who violate duties under the Residential Landlord-Tenant Act.

Imposes escalating daily fines for uncured violations: $100/day for first violation, $200/day for second violation, and $300/day for third violation within a 30-day period.

Establishes $250/day penalty for failure to provide legally required heat and hot water, with $1,000 initial penalty plus $25/day if a device is installed to prevent meeting the 120-degree minimum temperature requirement.

Requires landlords to submit to annual inspections by designated officials and allows tenants to seek civil or criminal contempt proceedings against landlords who fail to cure violations.

Establishes misdemeanor penalties of $10 to $1,000 in fines and/or up to one year imprisonment for willful violations, false certifications, or misleading statements regarding property conditions.

Takes effect July 1, 2022.
