Increases the maximum compensation cap for wrongful conviction from $500,000 to $1,000,000

Maintains the existing compensation rate of $50,000 per year of incarceration, paid in annual installments of $50,000

Requires claimants to prove by preponderance of evidence they were convicted of a felony, served time, and either received an innocence-based pardon or had their conviction reversed/vacated with charges dismissed or acquittal at retrial

Attorney's fees are calculated separately (10-25% depending on case complexity) and not deducted from the claimant's compensation

Compensation awards remain exempt from state income taxes and civil lawsuit caps
