Prohibits state departments and agencies from enforcing any federal rule or regulation unless specifically approved by an act of the Mississippi Legislature.

Requires all state rules and regulations promulgated on or after July 1, 2022, that implement federal regulations to be approved by the Legislature before enforcement.

Establishes a permanent "Committee on Administrative Rules" composed of 5 Senate members and 5 House members to review existing federal and state-administered federal regulations and recommend whether they should continue being enforced.

Requires the Committee on Administrative Rules to review all pre-July 1, 2022 regulations and submit recommendations to the Legislature, which must approve or disapprove their continued enforcement.

Takes effect July 1, 2022.
