Prohibits physically incarcerated offenders from filing legal name change petitions with chancery courts, and bars clerks from accepting or chancellors from granting such petitions filed by offenders themselves

Defines "offender" as any incarcerated person convicted under state, local, or federal laws

Allows name changes for incarcerated individuals only if filed on their behalf by a district attorney, county sheriff, Mississippi Department of Corrections commissioner or designee, or MDOC chaplain

Effective date of July 1, 2022
