Amends Section 23-15-713 of Mississippi Code to allow any duly qualified elector to vote by absentee ballot without needing to meet specific eligibility criteria

Removes all existing categorical restrictions for absentee voting, including requirements related to being a student/teacher away from home, having a physical disability, being 65 or older, or working during poll hours

Eliminates COVID-19 quarantine provisions that had allowed temporary absentee voting eligibility during 2020

Effective date of July 1, 2022
