• Increases the bidding threshold from $50,000 to $75,000 for purchases requiring competitive written bids without advertisement under Mississippi's public purchasing law.

• Prohibits reverse auctions for public facility improvements, repairs, remodeling, and related material purchases; allows reverse auctions for term contracts only at purchasing entity's discretion.

• Exempts individual public schools, charter schools, and school districts from reverse auction requirements when purchasing copyrighted educational supplemental materials and software as a service products; allows use of Request for Qualifications process instead.

• Exempts purchases made by the Department of Health and Department of Revenue solely for fulfilling responsibilities under the Mississippi Medical Cannabis Act from certain bidding requirements, effective through June 30, 2023.
