Allows motorcycles, electric bicycles, and bicycles to proceed through a red light or make a turn when the vehicle is the sole occupant of a lane and fails to trigger the traffic signal sensor for a green light

Requires motorcycles, electric bicycles, and bicycles to yield the right-of-way to pedestrians in crosswalks and other vehicular traffic lawfully using the intersection before proceeding

Prohibits turns under this provision if a "No Turn On Red" sign is posted at the intersection

Applies to both steady red signals at standard intersections and red signals with green arrows
